Chief of Party
1The Chief of Party (COP) will provide overall vision, direction, leadership and management
I to an upcoming project in Liberia which focuses on providing support to integrated
Community level health services and activities. The COP will be responsible for ensuring that the project is implemented in accordance with the cooperative agreement, USAID regulations, and internationally recognized community health standards. The COP will be the primary representational link with the donor. The COP will work closely with the donor to
provide project updates, discuss strategies, obstacles, performance plans, and indicator
success. The COP will liaise with donor contracting officers, technical support staff and
outside contractors. The COP will ensure that project initiatives adequately address the
needs of the beneficiary population in the most cost-effective manner. This position is contingent upon award from USAID/Liberia.

RESPONSIBILITIES
LEADERSHIP
Provide project leadership and strategic direction on community-based health
programs with focus on maternal, newborn, and child health in underserved
rural populations to achieve project goals. objectives and targets
Implement activities and ensure the project is technically sound and
evidence-based plans that are responsive to the needs of Liberia, its people
and the USAID donor
Write and/or review technical components of materials and publications related
to the project
Develop and maintain excellent relationships with key stakeholders and USAID
donor in Liberia
Work collaboratively with other project team members and stakeholders to
ensure necessary project planning, development, resource
availability and management of activities function smoothly and
efficiently
Present progress, achievements and lessons learned to key stakeholders
including donor and partners


MANAGEMENT
Ensure high-quality project implementation, consistent with the programs g 0 a I s
and objectives
Prepare in coordination with key project staff strategiC work-plans with clear
objectives and achievement benchmarks, long-term and short-term
priortnes, implementation plans, financial projections and tools for
evaluation

Manage the overall project by planning, monitoring and evaluating project
activities in accordance with the cooperative agreement
IdentifY technical assistance needs and arrange for the provision of needed
assistance
Manage sub-agreement partners; ensure coordinated inputs and
technical/managerial quality from all partnersfcollaborators
Provide financial and technical management to ensure the best use of
resources by preparing sound budgets, monitoring project expenses, and
ensuring timely submission of financial reports to USAID
Ensure that the project is implemented in accordance with the cooperative
agreement, USAID regulations, and internationally recognized quality
standards
Work with finance and program staff to develop and track program budgets
that can be effectively reported in an accurate timely fashion to the home 0 ff ice,
partners and USAID
Work with Monitoring and Evaluation (M&E) staff to develop M&E
frameworks and effectively track data/results;
Maintain productive, consistent open communication with key personnel,
technical and support staff
Work collaboratively with project and headquarters staff to ensure proper
financial projections, reporting, spending and compliance with project t e r m s
and conditions
Ensure compliance with USAID operational policies and regulations
Directly supervise several key members of staff

KNOWLEDGE, SKILLS AND ABILITIES
Advanced degree in public health preferably in maternal child health or relevant
field
A minimum of 12-15 years of project management experience in large, multi-year
international health sector development programs that have implemented
successful activities in areas such as improved clinical services or NGO capacity
building
Demonstrated track record managing large consortium international health
programs for USAID along with following compliance, reporting and regulation
requirements
Demonstrated experience in implementing public health projects with
considerable funding in developing countries
Strong leadership and technical capacity to support service delivery
Excellent interpersonal, writing and oral presentation skills
Ability to work in a complex environment with multiple tasks, short deadlines and
intense pressure to perform
Understanding of USAID regulations and compliance and reporting procedures
Fluency in English
Ability to travel in Liberia and internationally


PREFERRED QUAUFICATIONS
Experience in knowledge of district level issues impacting upon health service
delivery and community participation developing successful, replicable and
sustainable projects
A team player accustomed to building team capacity, delegating work to teams and
developing communities of learning among host-country partners and
counterparts
Working knowledge of Kpelle, Bassa, Mano and Dan.
