MAJOR DUTIES OF THE POSITION:
Technical Leadership and Expertise, and Staff Supervision

The following are core activities for technical leadership
and expertise, and staff supervision: (1) provide technical
leadership on HIV/AIDs prevention issues to the USAID
Mission and the broader USG Prevention TWG; (2) supervise and
mentor a multi-disciplinary team of prevention professionals
to support professional development, including technical
expertise and leadership skills; (3) playa leadership role
in the interagency Prevention TWG, developing multi-sectoral
programming and providing technical guidance and direction;
(4) provide technical and program assistance (induding
drafting briefing papers, cables and memos for information
and action) for HIVjAIDS prevention activities; (5) coordinate
dissemination of lessons learned among all HIV/AIDS
stakeholders, lncluding the USG, other development partners and the
GON at national and sub-national levels; (6) develop
documents related to the assigned area of responsibility; (7) develop
and/or maintain linkages among USAID's prevention activities
with other USG-funded activities, with a focus on
strengthening multi-sectoral programming; (8) provide
technical assistance to strengthen the capacity of indigenous
organizations (C50s/CBOs) to respond to the human resource
shortage in Nigeria and ensure the sustainability of U5G and
other donor efforts; (9) strengthen collaboration with other
donors, particularly the Global Fund to Fight AIDS, TS and
Malaria (GFATM), to reduce funding overlaps, strengthen
technical collaboration, provide technical assistance and enhance
the long-term sustainability of prevention program
activities; (10) provide technical assistance to ensure program
investments are consistent with international norms and
standards and are synergistic with other investments made by the
USG and partnering agencies; (11) provide technical support
on the development and implementation of HIV/AIDS
prevention guidelines, interventions and programs; (12)
monitor current public health literature, reports, international
guidelines and standards and best practices in HIV/AIDS
prevention; and (13) provide recommendations in developing
innovative approaches to designing, implementing and
evaluating HIV/AIDS prevention programs in Nigeria.
MINIMUM REQUIRMENTS:
NOTE: All applicants MUST address each selection criterion

1.
Education: Advanced degree in public health (MPh or similar), AND a
medical degree (MBBS, MD or equivalent)
is required.
2. Prior
Work Experience: minimum of ten years of progressive and responsible experience
in HIV/AIDS
prevention strategy development and program development and
implementation IS required. Experience in
HIV prevention programming for the prevention-of
mother-to-child transmission (PMTCT) as well as most-at-
risk populations (MARPs) is required.
3. language
Proficiency: Level IV English (high proficiency in verbal and written
expression) is required.
4. Job
Knowledge: In-depth professional-level knowledge of development principles,
concepts, and practices,
especially as they relate to the assignment and to public
health and prevention programs in Nigeria and the
region. The Advisor must have a knowledge and understanding
of the economic, political, social, and cultural
characteristics of Nigeria; and, the economic development
problems, resources, and resource constraints, and
development prospects and priorities of Nigeria and the
region.
S. Skills
and Abilities: The Advisor will be required to function collaboratively within
a Team-focused working
environment and foster greater efforts of collaboration
amongst his/her direct reports. The ability to plan,
organize, manage, and evaluate Prevention activities is
required.
